Establishment of Gender Observation Unit (GOU)
BILIM has set realistic and feasible objectives towards gender equality. To achieve these goals, we believe there is a need for continuous and consistent monitoring and evaluation mechanism with the help of which we could assess our improvements, drawbacks, lessons learned, and build informed strategies in the future. As a research organization operating in the critical context of Afghanistan, BILIM establishes Gender Observation Unit (GOU) that is aimed at gathering actionable insights into the broader situation of women in the country and BILIM’s performance in its outline objectives. We intend to carry out data collection and insight gathering at various stages of our operation. In the following table, we have provided further details on how monitoring and evaluation will be carried out in each defined objective.

Implementing a baseline study in which following activities will be carried out.

Knowledge, Attitude, and Practice with regards to Gender Equality (Objective I)

Synthesizing data generated by the HR department on men to women employment ratio, selection procedure efficacy, female employees’ satisfaction, technical capacity of the employees, and assessment of working environment

Synthesizing data generated on research and training operation of the organization by examining trainings, workshops, seminars, and other research related activities specifically focused on gender

Knowledge, attitude, and practice of -employees on prevention of gender-based violence and discrimination

Continuous and consistent monitoring mechanism during the year to assess indicators defined, monitor selection process in recruitment, review of complains and potential cases of GBV, monitor performance of the management in addressing issues related to gender equality

Incentivize BILIM community of researchers and employees to be proactive in dealing with gender and violence
